Liberalisation of rental policy - 2006
The liberal cabinets Balken I, II and III - period 2002-2006 - wanted to modernise the rental policy, read: liberalise. Gradually, part of the social housing would be transferred to the free sector. Three quarters of the rental properties would remain in the social stock. Five percent of the rental market was already liberalised and therefore had no restrictions on rents. The remaining 20% was to become the transitional group. For the determination of the transition group, the WOZ value of the houses was the important indicator.
In 2006, the Dutch Labour Party (PvdA) warned against the consequences of the liberalisation of social rentals with the initiative note Modernisation of the rent policy of the Balkenende II government, the consequences of a change in the system were examined in more detail (pdf download). When the new Cabinet takes office in 2007, the legislative proposal will be withdrawn.
